VRML browser can be created within several hours, using examples. Proper code will be minimal. Data can be exported to and imported from VRML 1.0 and 2.0 formats.

This development toolkit and very fast standalone VRML browser can be downloaded from http://www.tgs.com/

Browser will work for free at least 30 days (actually 90 days). Toolkit will require license to be fully workable, although, it seems the only limitation - created application issues some warning about license. VRML 2.0 also is supported.
